By carrying out night visits, implementing paired assistance, and carrying out law popularization and legal services, the ability and level of party representatives to contact and serve party members and the masses will be further improved, and the role of professional social organizations such as lawyers in resolving social conflicts and promoting social harmony will be better played. It is another powerful measure for Zhongshan to build a public legal service system.

1. Main practice

(1) Carry out night visits. On the first Tuesday night of every month, party representatives and paired lawyers jointly go to the office and the village (community) party representative studio to carry out in-room reception work, publicize the latest party and state policies, laws and regulations to party members and the masses, and publicize the important issues of the municipal party committee and the municipal government. Make decisions and deployments, solicit opinions and suggestions from party members and masses on people's livelihood issues, and guide party members and masses to enhance their awareness of democracy and the legal system, and consciously abide by national laws and regulations. The visit was specially chosen to be held at night, which greatly facilitated the residents and improved their enthusiasm for participation. During the interview process, the paired lawyers paid more attention to contact and communication with the masses, actively collected social conditions and public opinions, guided the masses to reflect problems, express their demands and make suggestions in an orderly manner according to the law, actively intervene in the hidden dangers of disputes, and do a good job in prevention and resolution in advance. (2) Implement paired assistance. Combined with the reception activities, the party branches of each law firm participated in the pairing of party representatives and social workers to help the disadvantaged groups, actively organized and participated in various activities to benefit the people, and helped the residents solve practical problems. Each party member and lawyer takes the initiative to pair with more than one person to contact the residents in difficulty in the area, make and issue "contact service cards", regularly carry out warm-hearted and heart-to-heart exchange activities, and strengthen daily communication and collection of social conditions and public opinions.

(3) Do a good job in popularizing the law. The party representative group and the party branch of the law firm give full play to their respective resources to assist the village (community) to establish and improve the "Five Ones" law popularization propaganda carrier, that is, a law popularization propaganda team, a set of law books, a legal school, and a propaganda window , a plaza. The paired lawyers give full play to their advantages of being familiar with legal knowledge and business, assist the village (community) to carry out legal publicity and education activities more than once a quarter, and create a good legal environment for the development of various work in the community.

(4) Strengthen legal services. Paired lawyers provide legal consulting services for party representatives to write proposals and suggestions, inquiries, inspections, and other performance activities. According to the actual situation, they provide legal business training or legal special lectures for the paired party representative group to improve the legal awareness of party representatives. , to better serve the party members and the masses. At the same time, a green channel for legal aid will be launched for vulnerable groups with financial difficulties within the jurisdiction of the twinning unit who need legal help. For residents who need to provide legal services, timely provide services such as voluntary legal consultation, case agency discounts, and legal aid applications to help and guide party members and the masses to safeguard their rights and interests in accordance with the law.

2. Results and Responses

(1) Mutual promotion and win-win results have improved the level of serving the people. (2) Guarantee the benefit of the people and effectively solve the difficult problems reported by the masses. In 2016, the party branches of 6 law firms held a total of 24 activities and 22 legal lectures and training sessions; organized 47 lawyers to participate, including 29 party lawyers; visited 19 villages (party representative studios); received a total of visits 294 party members and masses; accompanied party representatives to visit 16 families; solved legal issues such as homestead, rural shares, family planning, marriage, inheritance, and land.

(3) Being pragmatic and close to the people has shortened the distance between party representatives and the masses, and built a brand image of government services. Through the development of activities, the role of party representatives in the grassroots, listening to public opinions, and delivering services has been effectively brought into play, the legal concept and legal awareness of the party members and the masses have been effectively enhanced, and a good image of the party committee and government has been effectively established.
